Getting to and from Culebra is pretty easy if you plan ahead.
These Airlines fly out of Isla Grande airport which is a $20- and 20 minute cab ride from the international airport in San Juan. They also fly out of Fajardo.

For Car Rentals on the big island try Leaseway. You can rent a car near the International airport and drop it of in Fajardo for a small fee. There you could fly out of the Fajardo airport or take the ferry. This way you could do some sight seeing. You pass El Yungue tropical rainforrest between San Juan and Fajardo.

To get to Culebra you must first get to Puerto Rico. The easiest way is to Fly into the International Airport in San Juan. There are many cheap direct flights. I fly out of Philadelphia usually on US Air. It takes about 3.5 hours and cost around $300-. The best flights are early in the morning. This gives you more time to make connection at the little airports or the ferry.
